This adds a new plugin config to specify a fixed amount of GPU memory that will be reserved for CUDA driver/runtime usage (e.g.: thread stacks, JIT-compiled kernels, etc.).
This also adds a workaround for rapidsai/rmm#527 so that the user can specify RMM init pool size == max pool size successfully.
